The lighting downstairs is fine. It's the 2nd and 3rd floors that are the issue. My trying to get my laundry cart down a dark stairwell while dodging around my neighbor's kids' toys that blew off the porch and on to the stairs in the storm was the clincher. I've been in and out of property management for 10 years now, and that's a lawsuit waiting to happen.
The toy issue is another thing - I have some extra of those wire grid cubes, and I may just build a toy-crate from them and present it to my neighbor.
