Not difficult at all. I have heard of one place where a lock was put in place "for security" and the folks who thought it was a Bad Idea followed the reasoning that if one lock was good for security, more are better and added their own. After a few days of having to get someone to cut off the additional locks, there was a different attitude. I suspect that will not work in your case, however.
