I'm sure you've already thought of this, but it seems to me that putting plastic under your planters so it drips off the edge rather than through the deck would resolve the dripping problem.

He IS an ass to poison your plants. Of course, his obvious lack of good reasoning and logic tells me that whatever he used would then drip onto his deck as well.
