I was pretty much able to get all the materials at Hancock, though I probably paid a bit more than I would have if I'd allowed myself time to do a bit more scrounging.
Started out by seeing which pattern company was on sale for 99 cents and had a good base pattern to work from, to save myself the effort of actual drafting. Found Butterick B5030

Version A without the sleeves and with the surplice wrapped a tiny but higher will work. I can also use the plain bodice pattern and sleeves as a base for the cutaway jacket.
Found the perfect color shantung for the underdress - A nice lilac-y drapey fabric - at 50% off. Splurged on the PERFECT grey chiffon at full price, and decided to change the jacket from plain stretch velvet to a panne velvet because of color availability (could NOT find purple stretch velvet, and I had to choose between switching fabric or switching color). A blue-ish lilac bridal satin for the cape and I realised that I had some nice purple shot mystery-fabric leftover from Iron Costumer 2yrs ago should I decide to line it. Those are all edge-stitched and waiting for prewashing.
Found a little set of pre-fab wings in the kids dress-up section, though I may tone them down with some dilute fabric paint. And I gave up on finding purple gloves so I just got plain white ones to dye with the versatex leftover from the Trickster and Prank costumes (why no, I never throw anything out) Thinned it our with some rubbing alcohol and now they are busily dripping purple ink in my bathtub. (That stuff basically heat-sets with an iron or commercial dryer)
While turning things over in my mind I think I have come up with a shortcut for the ruched trim. If I use 2 folded strips of the chiffon and set the differential feed VERY high on my serger, then serge along the raw edges, I'll have a double ruffle. Then unfold it and stitch it down with a twin needle and I'll have a double-ruffled strip. It'll have a bit softer edge than the original, but the original used theatrical techniques and nothing is even HEMMED! If I reproduce that exactly it will fall apart on first washing.
I still need to find the right trim for the cape and the right fabric for the purse. I plan to prewash tonight and maybe start making prop teeth from flour/water glop. Painted with irridescent nail polish they should look right.
