It's a program geared for low-income 1st time homebuyers - you get a low fixed-rate 30 yr mortgage and they give you 4% cash at closing. AND since the "City" in the name includes places like Streeterville and Downtown, the "low-income" threshold for a single person is something like $42K/yr for some programs and as high as $61K for others! Very minimal strings - if I win the lotto the day after closing they don't care, as long as when I fund and close I qualify.
